Small Business Lending Fund: CDFI Bank Baseline Lending Data (PDF Download)

As part of the Small Business Jobs Act, the Small Business Lending Fund (SBLF) is a $30 billion fund created to encourage lending to small businesses by providing Tier 1 capital to qualified community banks with assets of less than $10 billion. The U.S. Department of Treasury will provide banks with capital by purchasing Tier 1-qualifying preferred stock or equivalents in each bank. The dividend rate on SBLF funding will be based on a bank's ability to show quarterly increases in lending to small businesses based on its baseline before participating in the program. The larger the increase in lending over the baseline, the smaller the dividend rate will be for the participatory institution, to as low as 1% for a 10% increase in lending. In this report, NCIF calculated the baseline lending for CDFI banks based on our understanding of the SBLF baseline requirements.
